Territories Forum 21: Territory and landscape


Knowledge and valuing natural, cultural and landscape heritage today accounts for an unavoidable commitment for all public administrations. The development thereof will allow for improvements in the quality of life within the framework of sustainable development. Responsible management of this heritage is linked to a new culture of territory, where territory and landscape constitute an asset to be handed down to future generations.

The Council of Europe acknowledges this new culture of territory, and consequently of landscape, and in 2000 in the city of Florence signed the European Landscape Convention, where it was admitted that landscape is an important element in the quality of life of populations in all areas in urban and rural environments, in degraded zones and other high quality areas, in areas of recognised outstanding beauty and in day-to-day areas.

The holding of the first three editions of the International Town Development Forum of Small and Medium Size Cities / Regions in Logroño in 2004, 2006 and 2008 "Territories 21" allowed our city to be consolidated as one of the most significant meeting points at world level, among the main public and private players in town planning and territorial regulation to propose and decide in consensus the future of our territories and respond to the challenges of the small and medium size cities / regions in the 21st century.

Consequently, the Tourism, Environment and Territorial Policy Council of the Government of La Rioja has set out all necessary items for the organisation of the fourth edition of "Territories 21", which will be held on the 4th and 5th of November at the Palacio de Congresos in La Rioja "Riojaforum", this time proposing a new look at territory: the Landscape.

Over the two days of reflection we will see how the social perception of territory and landscape has changed, sharing this vision with several principal experts at national and international levels on the subject. We will see some examples of artificial, urban, rural, cultural and natural landscapes and we will be taken closer to them through the different viewpoints and conditioning factors in which infrastructures acquire special relevance as an instrument for approaching landscapes.

Basically, there will be two days when La Rioja will once again be an international reference for town planning and territory regulation, opening itself up to the world and encouraging professionals, experts and the general public to participate in the interesting workshops programmes and offering our best hospitality with the strong conviction that they will find our conference and our land to be an ideal place for constructive debate and to strengthen friendship between people.
